Dynamically Display the Announcement Banner

We currently have an announcement banner that welcomes users to our instance and provides a link to our SharePoint online site containing relevant documentation etc.

Is it possible to dynamically hide the banner based on a value ie. logged in count or provide an option to hide the banner (indefinitely?) for a user?
