We have few users who wanted to be notified every new issue created in the project even if they are not Project lead, Administrator, Reporter or Assignee of that issue

You have serveral solutions, create a filter and make subscription that will send a mail, or add them to the notification scheme.

Adding to this, note that only a Jira Administrator can change the Notification Scheme, and if the Notification Scheme is used by other project then a new copy of it would need to be made and updated and associated to the one project where the users want to receive notifications.
However anybody can create a filter and set up a subscription to receive the output of that filter. I would recommend that you pursue this solution rather than changing the Notification Scheme.
