Yes, you can add an issue from another project to an epic, provided you have access to that project and can view it's issues.
The epics in different projects will have different key values (e.g [PROJNAME - xx] Issue Name) so whether the epic with the same name shows in a filter depends on what field(s) you are filtering on. If you filter on just "Epic Name" then they will all show up, regardless of the project. But, if you add the Project ID to the filter it will limit the results to just that project.
