I was not able to find any posts or articles related to my issue so I am creating this one to see if I'm the only one that's been affected.
When a file containing two consecutive periods (ex: "file..1.txt","file..200.jpg") is attached to a Jira ticket/issue, it will not open and the following error appears:
"Forbidden
You don't have permission to access this resource."
However, the file can still be downloaded by using the "Download All" option in the attachments section. If you remove a period in the name of the file, it can be opened successfully on Jira.
I'm not sure if this is a config issue on Apache/Jira or if this is a bug with Jira itself. I do see that renaming uploaded files is a pending feature request. That might help with the issue.

Indeed, we don't have any bug report about attachments not being able to open if uploaded with two periods in its name, however, I believe you might be facing a new bug similar to the one below:
If language is german attachment has % in the name and is not accessible after upload.
That being said, can you please confirm what language you have configured in your Jira and check if the same problem reproduces if using a different language?
