Filter Users should include an Active/Inactive checkbox to aid administrators

With the addition of the Active User checkbox for users you should be able to filter on it.

JIRA does already have an Improvement request to implement this on a future release

I'd advice you to vote there to increase it's visibility and feel free to add comments to reach the developers directly.
