For issue https://itrack.web.att.com/browse/IPLAT-5780, that was closed.  A resource that is a member of the project (not an Admin) was able to re-open the issue even though they were not the Assignee or the Reporter.  Does this have to do with the workflow?  Can it be changed so that it cannot be re-opened by someone else and only by the Reporter or Assignee?

The ability to change a status for an issue is impacted by a number of factors:

  1. Does the workflow define a transition from the current status to the desired destination status?
  2. Are there conditions on the transition that limit who can execute it?
  3. Are there properties set in the workflow that limit a person's ability to make changes?
  4. Does the user have the Transition Issue permission in the project that contains the issue? Note that is a general permission for transitioning issues. There is not a permission specifically for "reopening" an issue.

Some questions that you need to ask in order to design the right solution:

  1. What problem are you trying to solve? Why is it necessary to limit who can re-open an issue?
  2. Should people who are not the Reporter or Assignee on the issue be able to to execute other transitions for the issue? 
  3. Does the restriction need to apply to more than one issue type in a project? Does it need to apply to more than one project?
  4. Do you also need to block the ability to change the Reporter or Assignee field? Otherwise the restriction be circumvented by a person changing the Reporter or Assignee to themselves.
  5. Are there any other people who should be allowed to make that transition, such as people assigned to the Administer Projects role?

can I limit issues being re-opened only by those that are Assignee or Reporter?  Thanks.

Yes, it is possible.

Without seeing the details of the workflow I am not able to tell you all the exact changes you need to make.

In general terms:

1. If there are Global transitions to the destination statuses of concern, those will have to be eliminated and replaced with specific transitions from other statuses to the destination statuses.

2. On the transitions from the "done" statuses to the "open" status that you want to allow only the Reporter or Assignee to execute, add Conditions to the transitions. You would use the Only Reporter Condition and the Only Assignee Condition, and select the Any of the following conditions option.
