For such an expensive application we expect that the installation wizard automatically creates a SQL Server Database. This 'tutorial' is really annoying.
It's aimed at a wide range of audiences. A lot of the corporate and government clients would simply not allow an external process the elevated rights required for setting up the database correctly, so why bother trying to code for something you mostly won't be allowed to do.
You should be doing it in accordance with your own database standards, the instructions for doing it are aimed at covering all the details of creation. And, remember it's only the initial creation of an empty database, the rest of the work of content creation is handled.
