We are now using HTTPS on our JIRA. We would like all our users to change their passwords. Is there a method to send email link to change password to all our active users?

The current Password Policy in JIRA doesn't have a feature that allows you to send password changes request (please refer to the Password Policy document).
There is an open suggestion to have some policies implements (e.g. attemps before locking, password expiry) you can see at https://jira.atlassian.com/browse/JRA-2740. There are some workarounds mentioned in the comments of the feature request that could possibly help you.
I would suggest adding any comments to the request above as well as voting on the issue to create it's popularity and likelihood of being implemented in a future release. Another possible workaround would be to Configure an Internal Directory in Crowd, which has more options related to password policy.
