Get issue subscription notifications when the issue count exceeds a threshold

The Issue Subscription feature, that allows you to subscribed to scheduled notifications when a certain filter returns a result is really helpful for us to keep an eye on aging issues.  What I'd now like to do is get a notification when the number of issues matching a filter exceeds a threshold.  

Use Case:  We use JSD and sometimes there is a large influx of tickets via email sometimes due to high work volume, sometimes just due to alerts and other things coming into the support mailbox.  We'd like to get notified when the queue load exceeds a certain threshold so we can ensure we respond and scale up our front line rapidly, to meet the work load within SLA.

Does anyone have an idea how to achieve this?  Would be really helpful for us.  Thanks!
