Global Permissions for Adminstrator but Restricted Project Access?

Is there a world in Jira Data Center where someone can hold Global Configuration Permissions but have only administrative access to a select handful of projects?

We are merging an ITSM Jira instance and related projects (i.e. A,B,C) and a Construction Work Order instance and related projects (i.e. D,E,F) into one Data Center.

Our new Data Center will now host projects A-F. 

As the global administrator for our current Construction Work Order instance and projects D,E,F, I would like to be able to still make custom fields, new issue types, and manage App configurations when our instances merge into one data center. However, I should not have access to ITSM Jira Projects A, B, C.

Is this possible?

No, there's no way to do this.  An administrator's access is not limited to projects (it can't be - most of what they will be administrating are not locked to projects, but global objects)
