How add permission scheme to (next gen) project

Hi, how can i add a permission scheme to a project ?

the posts i find refer to project settings -> permissions, but there is not such a menu item. i only have users in proejct settings and i cannot select a created permission scheme.

Hi, thank you for the response.

i'm getting a bit demotived to setup jira. They promote it like everything is possible, but everything i try to configure turns out to be only in older versions, an answer that it is not possible or is an open issue. 

i knew it was a mess to configure, but hoped on good support from atlassian, Seems also that is not a true story.
