Are plugins licensed by Agents?

I'm afraid not.  They're seen as simple JIRA add-ons, even when they're aimed at a specific application, so you have to licence them at the level of the largest number of licences you have (e.g. if you have 3 agents, 10 Software and 25 Core users for a total of 38, then you need 25 licences for add-ons)
