How are user licenses calculated in test environments?

Hi, 

I am in the process of configuring JIRA for my employer. We are using the Server version and not Cloud. 

We will have a live instance and a test instance (for checking version updates and add-ons). My question is - if the same user needs access to both the test and live instances will that be counted as two licenses or 1?

if you have commercial license , you can download developer license. in this article you can check this point
