How can I include fixed version from another project?

For example, I got 3 projects:

1: java-library (JL), one issue fixed: < JL-11 Rebuild application with library 1.1 >
2: banana (BAN), version 3.1 has no code change except built with java-library 1.1
3: cat (CAT), version 4.2 has no code change except built with java-library 1.1

My question is, can i put JL-11's fixed version as BAN-3.1 and CAT-4.2 ??

Versions are project specific unfortunately. If you need to group issues together across multiple projects, you could try using labels.
