Why does Jira use both?

According to General use of Affect Version/s and Fix Version/s, Fix Version/s is the version where you have fixed the bug. Of course, this is just the general use of that field. Various companies may have other ways of approaching it.
The field Scheduled Version/s is actually not included in Jira by default. It is possible that an add-on is providing this functionality, or it is a custom field. However, in my opinion I would say that Scheduled Version/s is probably meant to be used for the version where you plan to fix the bug.
If you want to know where the field came from, try checking the Audit Log. Anything regarding custom fields will be reported here as long as it's via the user side. This would also apply to any add-ons as long as they're available in the API (and not strictly in the database).
