How can I use a Custom Date field to trigger a Sub task to go to in progress, and trigger an email?

I have a business project to manage a yearly process.  It will never close its just going to keep starting over each year.

Each task has 3-4 subtasks which need to send an email and move to In progress when the NotifyDate (Customfield) is reached. 
then once the subtasks are resolved move back to ToDo with the next year dates in place of the current year dates.

Is this possible with Jira, I have The Scheduler as a plugin but I need to automate as much of this cycle of transitions as possible.
