How can i add +(create a story under feature ticket)

Issue types are in three levels

Epic

Story/Feature/Task/Bug/etc

Subtask

It looks like your screen resolution is off or your screen shot is cut off. But you cant add a feature under a story or vice versa - standard issue types only get a subtask. Please restate if I didnt understand your problem.
