How can i disable Issues when i want to link issues together?

I want to manipulate the list whenever i want to link issues together. So whenever i link issues together i want to be able to only link issues together in the same project.

Is this possible?

Issue links span all JIRA projects. It should be limited to projects that a user can view.  So if a user only has access to a single project they will only be able to link to issues in the at project.  Users that have access to several projects will see all of the issues from those projects when they go to link..
