How do I apply any sort of validation when creating a story or bug in JIRA backlog?

Hi, 

I am familiar with validations and conditions with JIRA workflows and it works great. The validation also works well when I am creating a story or bug. There is one place in JIRA though that I couldn't figure out how to apply those validation when creating a story or bug.

• When you are in JIRA backlog, scroll down to the bottom of the backlog
• Click on the " + Create issue" 
• It allows you to create story and bug regardless of what you have in your workflow validation. 
• I have also attached a screenshot.

I believe that shouldn't be the case. The validation should work there as well when creating the story or bug. Is this a knows issue in JIRA? Does anyone know how to apply validation there? Any help, opinions and ideas would be appreciated.
