There does not seem to be an option under general configuration
The configuration option was removed as it is not needed any more. JIRA 7 relies internally on the REST interface, so it's always enabled now and there's no need for a config option.

Seems that rest/api/2/... calls work, but rest/api/3/ calls do now. Are both versions available on JIRA Server 7.12?

Posted above using shared company account, following up here to subscribe incase anyone knows why API v3 does not seem to work on JIRA Server 7.12.
To clarify,
<jira>/rest/api/2/workflows - returns all worflows
<jira>/rest/api/latest/workflows - returns all worflows
<jira>/rest/api/3/workflows - returns an oops... the page is not available

Jira 7.12 does not have a v3 REST API (nor does 7.13)
My guess is that you've been reading Cloud docs - this does have a v3 REST API, but it is very much in beta.
