How do I give a user permission to create a burndown chart?

Hello everyone,

An user is reporting that he isn't able to create any burndown chart, I reviewed this and looks like he has no access to the reports option, therefore He can't see the burndown chart option, how is it restricted or where can I add this permission to an user, usually all users on my jira instance have this permissions, at least I supposed that.

That user can browse all Jira issues which covered by the filter, agile boards?
