How to allow creating only one issue type in project

Hi Everyone,

I'm trying to find a solution to solve our new business need, could you please take a look and guide me if possible.
Any comment is much appreciated.

Scanario:

In out company, we have some projects which have Guarantee phase. In this phase, we want project member can only create and edit issue type = Guarantee. They can't create other exsiting issue type such as Bug, Task...

Can you please provide more details like how you are defining guarantee phase. How can an user knows ,whether the project is in Guarantee phase or not?

If you want to have only one issue type for project , it can be done using Issue type schema.
