Hello @Nhat Tu!

The short answer is that you cannot assign an issue to more than one person.

To elaborate - Jira is generally designed around the idea that a single person is responsible for a single unit of work.  The general response is to break down the issue into smaller units of work if different people will be performing them so they can be assigned to a single person.

Jira Software uses the concept of a Backlog to group issue so team members select one to work and assign it to themselves as execution time.  Jira Serivce Desk uses the queue construct to do much the same thing.

That said, some organizations create "group accounts" associated with a mailing list as a workaround to this concept.  Others create custom fields to use in place of the native Assignee.

I know this is probably not the answer you were looking for but I hope that it helps in some way by exposing some alternative ways at looking work assignment.
