How to assign watchers to an issue if the assigner is not an Admin

Can you suggest on solution to assign watchers to an issue if the assigner is not an Admin.

Look at the permission scheme for the project.

There is one line that says "manage watchers" - grant that to people and they'll be able to add watchers.
