How to avoid people from viewing the issue after create and before submit of the workflow?
You will have to apply an "Issue Security" scheme to the issue to control on who can view JIRA issues. The idea is to create 2 Security Levels. One is for the "Restricted" level that can be applied by default to newly created issues then another level named "Default".
This Issue Security levels can be put in the screen and be updated manually or better add it in the transition "Submit" so you can update it from there.

If you have the correct permission (JIRA Administrator global permission), you can create this in the "Administration > Issues > Issue Security Scheme". Then in the project itself, open up "Project Administration > Permission" then apply the appropriate Issue Security Scheme. In the transition itself, just add the Issue Security custom field.
