How to change the url in mail

My server's IP is 10.202.16.58 . After I set mail notice ，My computer can receive mail ，my computer's IP is 10.202.16.60，the url in mail is http://localhost/browse/TYU-4，on my computer I can't open it，the question is how can I change the url from http://localhost/browse/TYU-4 to http://10.202.16.58/browse/TYU-4，where area can I modify to slove the problem?

Also In my DashBoard，the Activity Stream include the url:

http://localhost/browse/TYU-4

http://localhost/secure/Viewrofile.jspa?name=w0100433

The question is placed in the OnDemand part but based on your question (and url) I see that this is for a local installation of Jira.
As for the question itself, could you try editing your base url in the general configuration section of your Jira installation?
