How to allow a user in Jira to create any issue within my board without providing them any user or role permissions?

There are many variables left in your question, e.g., how the board is set up, a specific user vs. all users etc.
However, assuming you want to have (all licensed?) users being able to create issues in a specific project, you might want to have a look at the project permissions (https://confluence.atlassian.com/adminjiraserver/managing-project-permissions-938847145.html) and grant the Create isusue permission to Application access -> Any logged in user. Now everyone being able to log in to Jira can create issues in that project without any additional permission (if not granted through further configuration).
Another option might be the issue collector (https://confluence.atlassian.com/adminjiraserver/using-the-issue-collector-938847338.html) - even anonymous/unlicensed issue creation is possible here.

There are a diference between project and board on Jira.
Board is show cards of the one or more projects.
To create issues in a Company Managed Project the user needs at least Browse Project and Create issues pernissions in that project. You can configure the project permission to allow all logged users to browse and create issues. In that way they could create work items but not edit for example.
If you are using a Team Managed Project, the Open Restriction type allow all users in your site could create/edit issues in your project/board without another permission or role in a project. In this case the users could create and edit issues.
If you want something like a service portal, you could create a jsm project where your customers could open tickets in your service project.
