How to give the right for one user/one project to create "project version, only

Hello,

In the context of externalised developements, we want to give the right to one external ressource, to create a "project version" and only this project attribute.

We want the other project attributes to be not accessible to the ressource ( ie : type of issues, workflows, autorisation....)

How is it possible ?

People who have Admin rights in that project can maintain versions components and add/remove users in roles. You can't (yet) separate that out - they're either project admins wiht all three powers, or they're a normal user with none of them.
