How to move watchers list when we move a bug from one project to another

Move the issue.  It retains watchers.

Cloning is not the same as moving.

The Clone process only captures field data, it drops history, comments and things like watchers, as the point of a clone is to duplicate core information and make a new issue.  You'll have to add watchers on to the issues as they're new.
