Those SQL queries are supposed to be executed from the database you connect JIRA to, not within the JIRA user interface. For example, if you connect JIRA to MySQL, go to the MySQL database and run the queries. You can see the results right from the database. A restart of JIRA might be needed for the changes to take effect. Make sure to back up JIRA before making any changes to the database itself.
