I setup a Structure Gantt chart for a project to track the tickets and visually see a roadmap of how long a project is going to take to complete given the time estimate for tickets and ticket sub-tasks. I have setup the Structure configuration to use the "Time Tracking" field for scheduling.
What i'm trying to accomplish is set the Parent ticket's remaining estimate to the Sum of all Sub-task's remaining estimate. Specifically, i would like to have the Parent ticket's remaining estimate update if i create a new Sub-task under that Parent ticket and reflect the effect it will have on the remaining estimate given the "Original Estimate" or "Remaining Estimate" provided in the Sub-task.

I've answered this in our support system, but let me duplicate an answer here for others to see. At the moment it is impossible to add a remaining estimate to the parent based on its children's remaining estimates. Note that Gantt chart can aggregate the values to parent level if you use "Treat parent issues as groups", but this value stays in the chart only, not affecting Jira.
In Structure 6.0 that we are planning release soon, there willl be a functionality called Effectors, that will allow posting calculated attributes into Jira, this may help in your use case, but there will be some limitations (for instance Effectors will be manually activated rather than automatic), so I cannot say if it indeed helps.

Effectors is a very interesting functionality. My team accepted to upgrade to 6.0. However, we can not define a effoctor on the Original Estime neither on the Remaining Estimate :(
Are you planning to add this in the near future ?

Effectors cannot do that yet, but there will be several improvements to the functionality in the future. We are just trying to be careful and move forward slowly, setting up additional safeguards, as effectors are powerful enough to cause performance issues if configured incorrectly.
