I know that if a workflow is not simplified or is shared with other projects it's not possible to modify it. But if is a simplified workflow just related to a project the admin of the project can modify it.
Is there any way to avoid this? I want that only the admin of the platform can modify the workflows.
I don't see any specific permission about this.

Yes there is, but you need adminship to change it.
In the permission scheme used by the project, you can disable extended project management. (it's a tickmark).
I had to do this too, as each project admin was inventing his/her own statuses / workflows, which prevented cross-project understanding of the status parameters.

And irritatingly all new permission schemes enable EPA by default. I've used ScriptRunner in the past to run checks for which schemes needed to have this disabled.
