Atlassian never publish release dates, but work on roughly a monthly release cycle. To get an idea of the trends of releases for JIRA have a look at the previous release archive at http://www.atlassian.com/software/jira/download-archives

every version you create in Jira for your Jira-project has a field "release date". That's it.
