I am getting an error while installing Create on Transition plugin in Jira.

The Error is "Could not find a handler capable of installing the plugin at create-on-transition-plugin-2.3.0.jar. Check that the file is a valid plugin". I am installing 2.3.0 in Jira 5.0.7, but we already have that plugin installed in production environment and I am getting the error in Testing instance of Jira.

Generally when I run into that error, it means that the JAR download was interrupted or corrupted. Please re-download the file and try again.
