After upgrading JIRA to 7.6.4, when I try to create new projects, I get a time out request error.
I tried to create multiple times, and each time I got this error.
However, when I search for those projects in the list of projects, I saw one of them created.

You should examine the atlassian-jira.log for errors.

The messages have the INFO levels. They are not errors. Maybe somebody from Atlassian will answer you. I am not sure where the error is. Usually I set the com.atlassian package to TRACE and try to read logs. You can set com.atlassian package to trace in System->Logging and Profiling.
