jira's administrator clicked reset password button in user management, but I didn't an email to reset password.
I tried it many times, but it's the same.
I don't know what is the problem.

Which hosting option are you using? Is the self-hosted or cloud.
If self-hosted then to get an email for reset the password first please confirm is their outgoing mail has been configured or not?If not the reset password mail won't get it.
If cloud then it should get it, but might be the issue with Atlassian mail service, so please contact with Atlassian support for this.
