IN JIRA Service Desk cannot see all the customers

As a service desk agent, in the People view,  I cannot see all the customers.  See the attached screenshot which shows only 20 of 64 customers with no apparent controls to page the listing.

 

I can see the customers as a JIRA admin, but I need my JSD admins to be able to see the customer list.

This seems to a bug. Mine is the same
