Identify most active JIRA users

What's the most elegant way to determine my "most active users" in JIRA 5.2.4? By "most active users", I mean "users who log into this JIRA instance most frequently", but it could also be expressed as "users who have made the most changes to issues".

The goal is to return a list of users ordered by "most active" to "least active".

The only way I can think of is to parse the access logs and check for usernames there.
