I'd like to import issue from a Redmine instance into a Cloud Jira instance.
It appears that the Redmine importer works against a local instance of Jira. Does that mean I need to do the following
[Local] Redmine ==> [Local] Jira ==> [Cloud] Jira
is that supported? When was the last time someone did this successfully?

Welcome to Atlassian community.
There are some customers last year that have performed this operation with some versions of JIRA Server (7.11, 7.12, 7.13), which has properly worked.
In fact, the migration between JIRA Server and Cloud usually works just fine, the only thing that could bring any lacks would be the migration from Redmine to JIRA Server.
Of course, we recommend you to perform the import first on a test environment before doing it on production. Here is the related documentation, although I believe you already have it at hand:

- Migrating to JIRA Server to JIRA Cloud
Additionally, if you think that importing only your issues and projects from Redmine would be enough for you, you can export your data for a CSV file and then import it to JIRA, as recommended here.

Just so nobody spends time on this as JIRA do not longer have or maintain a redmine to jira importer:
In order to move from plan.io (redmine) to Jira you have to do the following:
1) Issue a backup on plan.io
2) Import the data into a local database
3) Export as a csv-file which follows the template defined on this page:
I have done 1, and considering what Andy writes above - start clean
