UNfortunately JIRA does not provide any explicit interface for importing data from track studio.
However, if you can export the data from track studio into a csv you should be able to import it on to jira pretty easily.
The csv import feature on jira is very good. I have used it to migrate from telelogic and other tracking systems and it works perfect.

I received similar feedback from Atlassian sales support. Although migrating issues via CSV is feasible, apparently migrating attachments, comments, and some issue history presents challenges.
Are you aware of any tracking systems that JIRA imports from natively that can import TrackStudio natively? i.e., migrate from TrackStudio to System X then import into JIRA. I suspect there aren't any suitable systems though.
Most likely will continue with TrackStudio for existing product as we have no complaints with it and consider JIRA for supporting new product.

agree importing attachments is tricky but not impossible. You will need to install an IIS and obtain a http address for the attachments. Now whwn you give the http address in the csv file the csv import will import the atachment.
Do a gogle search on it, this topic has been discussed plenty of times in answers.
