I am currently using Jira Data Center and need to import multiple sub-tasks. Our Jira system administrator has already enabled the Parent Link and Parent ID fields. However, when I attempt to import sub-tasks, I receive the following error:"Issue 'my dummy task' doesn't have Subtask Issue Type, its Parent Id mapping will be ignored."
Can we import sub-task without system admin priviledge?

Could you clarify how exactly you're trying to import the sub-tasks? I'm asking because the error message "Issue 'my dummy task' doesn't have Subtask Issue Type, its Parent Id mapping will be ignored." usually comes from a CSV import, but that operation normally requires admin permissions.

To answer your initial question directly: yes, it is possible to import sub-tasks without system admin privileges, as long as you have the global "Bulk Change" permission. Since you were able to access the "Import Issues from CSV" feature via the Issues menu, that confirms you already have this permission.
This feature is available to users with the "Bulk Change" global permission and starts the import process through the "Bulk Create Setup" screen. It includes the following steps: Setup, Settings, Map Fields, and Map Values.
Just as a reference: the "Import External Project" option, found under the Projects menu, is only available to system administrators and uses the "Jira import wizard", which supports both CSV and JSON. That path requires admin-level access.

Have you checked if in the project the sub-tasks are enabled? You can check trying to create one manually.
