Importing LDAP users into Internal with LDAP Authentication User Directory

Is it possible to import users into a "Internal with LDAP Authentication User Directory"? We have what I think is a pretty common configuration: an internal JIRA user directory with a couple of admin logins, and an LDAP user directory for everyone else. I was able to import users from Active Directory using these steps but the imported users were created in the internal directory. I then had the pleasure of manually deleting 200+ users.

My primary reason for needing to import the users is so that they're present when I import data from an existing tracking system.
