When a new ticket / issue is created on my Kanban board, I would like to have an already filled out information included in the ticket such as Instructions or even a URL embedded within the ticket.
Is this possible and could I have it separated by Issue Task? Thank you.

I've tested here and I believe that we have a field that may help you achieve this.
On the custom fields menu (Jira settings > Issues > Custom fields) you can create a Message Custom Field (for view). Then add a default value for this field where you can add a text and a URL. This field will be visible after the ticket creation.
This field only appeared when using the old view on my test instance.
Otherwise, your workaround to create a task is also a good option.
