when I download Jira (the free version) it installs by default with built in H2 database. Is it possible to install it (CLI) pointing to some external database already prepared before Jira installation ?
Yes this is possible (but not in terminal alone). In the setup wizard in the Browser (first JIRA startup) you will be asked if you want to use the internal H2 db or an own SQL db. Important: Choose I'll set it up myself at one of the first steps during the setup wizard.
