I'd like to integrate a JIRA Project and GitHub Repo using DVCS via API Call instead of UI. This is to programmatically setup repos with a JIRA project in a single step, instead of requiring engineers to do this manually.

I haven't found documentation indicating I can set this up programmatically. Anybody know if that's possible?

Yes, it is possible, but of course that's a seriously non-trivial task, so there is no one, single document that describes how to achieve that specific outcome.

You'll need to browse through the documentation on Atlassian's Developer site, choose the toolsets that align with your preferred development environment and programming skill set, review Jira's supported functions, methods and libraries, acquaint yourself with its REST APIs, and start the long journey of building that custom integration yourself.
