Internal Comment Visibility

I am updating the permissions in our projects to give broader access to other staff, however, I would like to the internal comments to remain visible only to the IT team.  Is there a way to restrict internal comments from being visible by other users?

One a person has Browse Issues permission to an Issue, they can see the comments on that issue. There is no way to restrict viewing of comments unless you are using JIRA Service Desk. In that case, the users who are not members of the IT team could be restricted from seeing the internal comments by allowing them to view the issue only through the portal. This is not possible in Jira Core or Jira Software.
