Is it possible to add a select field to the "Add a New Project" screen?

Currently, the default shows: Project Name, Key, and Project Lead. I would also like to add a select list so the creator can select the department in which the project belongs.

Have a look at the pro fields plugin. It allows you to define upto 8 fields at project level.
