Is it possible to disable the Project Archiving functionality in Jira Datacenter

This isn't possible.

An option would be to limit the number of users who are admins.

I'd prefer to make the Archived Projects link go away for everyone. I can limit who can archive projects but I want to limit who can even see the link.
