Is there a way to avoid creating issues with External System Import?

I need to use External System Import to create multiple custom fields. However, I do not want it to create an issue for every row in the CSV file. There are over 250 rows. I would rather just create the custom fields without creating the issues. Any help you can provide would be greatly appreciated. Thank you.

External System Import is purely intended for importing issues with related data. I don't believe there is a way to bulk create custom fields.
