There are system created "get local help" buttons for the Issue Type and Priority fields where you click on a ? inside a circle and it brings up a window listing information about Issue Types, Priorities, etc... Is it possible to create something similar for a custom field? We have a few dropdown fields with a large number of options we would like to provide definitions for each option for the users.

Can you confirm if you are using JIRA Server or Cloud platform?
If you are using JIRA Server, you can follow the instructions in the documentation below to provide online help using HTML or JavaScript in the Custom Field Description:

If you are using Cloud, you can also insert a Help Link under the Description of the Custom field (In the Field Configuration page), however, you will need to use a wiki-style formatting:
